SEATTLE. Where do I call to report a wild dog? Pet control, does anybody know any numbers?

You know, when I moved to the States, I found out that the dogs are super friendly for some reason... They treat anybody like their owner and even huge dogs are willing to play with a thief when he brakes into the house, rather than catching him lol. Anyway, after all that I couldn't even imagine that I might see a wild angry dog around here... One day I was walking home with my mom and a street away from our house we saw a dog in the middle of the road. The dog tried to bite my mom but I stood in front of her and I was gonna beat the dog with my thermos that I was carrying. Then a car drove by and that scared the dog away, kinda... We walked away kinda fast, then the dog ran to the private road. It lives there I concluded. Later I saw that little angry **** standing in the middle of the road when I was going home from work. I was at least 20 meters away from it when the dog started to run to attack me, so I took a few steps back and it stopped. I just called home and asked for a ride... My house was like 10sec. drive away from that spot... There's no way to walk around that dog. If the dog is insane and attacks everybody, why the hell do they let it out, far onto the public street to attack people?!... Then close to that spot there's a shortcut through the forest. People usually walk there and I do the same if the sun is up, it's too scary to take that path at dusk. Anyway, I was walking from the mall, it was around 4pm and I decided to take a shortcut. Then in the middle of the path I saw a dog, luckily it wasn't facing me, it was too busy chewing a squirrel.... It was a skinny dog, kinda looked like a skinny wolf with some features of a jackal and hyena combined. short back legs, weird back and it wasvery skinny. The stomach was so thin, that the chest looked sort of disproportional to the body... I guessed it was because the wild dog was VERY hungry for a long time... I looked around if there were any more of these creatures and stepped back without making any noise. I walked around that spot but still, that dog could just run up and catch me there on the other end of the shortcut if it noticed me later... This is just weird. All taht was happening in Seatac. If you're walking through that trail to Westfield Southcenter mall, dont take that shortcut because that thing freaking lives there. Anyway, what numbers do I need to call to report both of the cases?
