Can you still apply to grad school if you don't meet the GPA requirement?

I would recommend applying and depending on how feasible it is going in and talking to them after they have received your app. After explaining your situation they may grant you an exception and allow you to enter the grad program on probationary status unless your looking at a highly selective university and even then the possibility exists.
