Don't approach him at all. Call the police and do out a statement, times and dates, and insist your family members make a statement to and promise not to interact with this guy. He may just be a shmoe with poor social skills, but don't let them feel sorry for him. Hiding and following, repeated phone calls, all are clic stalker behaviors. Trust your gut instincts on this one. Warn your nephews and any other kids in the family not to interact with him either.
