Is BAH included in Gross Income?

Dealing with child support issues, we are moving back stateside from a tour in Germany. As per Wisconsin, the percentage they take from the paying parent is based on their gross income. I feel as if BAH should not be included, because how are we to have a place to live if we are paying a portion of that towards child support....any help with this issue is greatly appreciated.
